Only one user can have the City developer role. A powerful role that is automatically given to the user with most owned and progressed land tiles. All buildings have worth values, just like crate items. The more you own, the more powerful you are. Having 1 tile with a Hotel on it, is much more powerful than having 20 empty tiles.
