Adding another user to the hitlist is a way of getting rid of a users. You might don't want the problems and risks that comes with killing another user. You can use the hitlist and pay to get someone taken out. Whoever kills the user on the hit list gets both whatever currency the user has on hand, but also the bonus you submitted.
